<br />Cacdac said qualified applicants must be Filipino citizen and permanent resident of the Philippines with Bachelor of Science in Nursing (four years professional education), active Philippine Nursing License and at least two years of professional experience as nurse in hospitals, rehabilitation centers and care institutions.<br /><br />Cacdac said the applicant must have German language proficiency and is willing to undergo German language training in the Philippines to attain Level B1 (to be paid by the employer) or with Bl or B2 language proficiency level in accordance with the Common European Framework of Reference for Languages.<br /><br />Successful candidates shall have a starting monthly salary of €1,900 (gross) and an increase to<br />€ 2,300 after recognition as a qualified nurse.<br /><br />Cacdac said the employer will pay the visa and airfare from the Philippines to Germany and will assist the employee find a suitable accommodation. <span style="font-family: Arial,Helvetica,sans-serif;">Cacdac reiterated the mandate of Labor Secretary Rosalinda Dimapilis-Baldoz to make licensed recruitment agencies responsible in ensuring that their deployed workers' interests are amply protected, and that their well-being and welfare are promoted pursuant to the POEA rules and regulations. Recruitment agencies were also mandated to submit reports on the status and condition of their deployed workers. </span><br />

Administrator Hans Leo J. Cacdac said BM Online or the Balik-Manggagawa Online Processing, which will be officially launched October 16, is intended not only to get rid of queues but also to speed up the process at the convenience of vacationing OFWs.<br />

“With the new system, a returning OFW can now apply online for the OEC and have the approved OEC printed by him/her anywhere, anytime.<br />
<br />
With the existing database sharing with the Bureau of Immigration, the updated information of OFWs who have successfully secured their OEC using the system will be automatically shared with the Bureau. This facilitates the validation by the immigration officers at the airport of the OEC being presented by the bearer,” Cacdac said.<br />

Cacdac said BM Online is available only for workers on vacation, rehired, or returning to the same employer, and with existing record in the POEA database.<br />
<br />
A Balik-Manggagawa or returning worker who does not meet the said criteria will be redirected to the BM Appointment page for regular processing of OEC on a chosen date and time and preferred processing site of the worker.<br />

Workers using the system will have to pay Php100 for processing fee and Php19.50 for e-payment service fee. The Philippine Overseas Employment Administration issued preventive suspension orders against eight recruitment agencies found to have provided fraudulent documents to their recruited workers who were eventually barred by the Bureau of Immigration from leaving the country.<br />

The eight agencies were among those previously endorsed to the POEA by the Bureau of Immigration for administrative sanctions.<br />

Cacdac said the Bureau of Immigration reported that the workers initially presented at the airport travel and employment documents stating they were bound for the United Arab Emirates to work as office clerks, salespersons, cashier, among others, but were also in possession of visas and itinerary tickets either for Jordan or Lebanon to work as household services workers.<br />
<br />
Cacdac directed the POEA’s Adjudication Office to speed up hearing of the cases and submit their respective recommendations to the Administrator.<br />

Noting that the implementation by MARINA of its new structural and policy changes have not been fully completed, Foreign Affairs Secretary Albert F. del Rosario instructed all Philippine ambassadors posted in EU countries to launch a sustained and broad-based diplomatic offensive to stave off European withdrawal of recognition of Philippine STCW compliance certificates issued to Filipino seafarers. The Philippine envoys were directed to earnestly seek support from their respective host governments to give the Philippines an additional period within which to fully implement Republic Act No. 10635 which consolidates all compliance responsibilities to the STCW Convention with MARINA. The new law, principally authored by Senate President Franklin Drilon in the Senate and ANGKLA Partylist Representative Jesulito Manalo in the House of Representatives, was signed by President Benigno Aquino III only last 13 March 2014, or after the EMSA audit last October.</span></div>

Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz yesterday announced that the Governing Board of POEA has lifted the ban on the deployment of overseas Filipino workers to Iraq, Yemen, and Eretria and will now allow to leave OFWs who would like to work in these countries.<br />

The Department of Foreign Affairs (DFA), in its letter dated February 6, 2013, has lowered the Crisis Alert Level in Iraq to Alert Level 1 (Precautionary Phase), with mandatory travel restriction to “no-go” zones to be determined by the host country.<br />

Baldoz said the POEA Governing Board has agreed to lift the deployment ban on Iraq and resume the processing and deployment of returning workers or balik-manggagawa, or rehires, upon the submission of list of areas identified as “no-go” zones by the Iraqi government.<br />
<br />
“However, the processing and deployment of new hires, except household service workers (HSWs), shall resume upon the conclusion of a Bilateral Labor Agreement with Iraq and the identification of the restricted zones,” she said.<br />
<br />
She added, “I have instructed POEA Administrator Hans Leo J. Cacdac to fast track the guidelines on the resumption of deployment of OFWs to Iraq.”<br />
<br />
Citing unstable peace and order situation, the same Board suspended the processing and deployment of all workers bound for Iraq on 17 December 2007.<br />

In another resolution, the POEA Board has allowed the deployment of newly-hired and returning OFWs bound for Yemen with the lowering of the DFA issued Alert Level in Yemen from Alert Level 2 to Alert Level 1 on January 29, 2013.<br />

In February 2011, the POEA has deferred the processing and deployment of all OFWs bound for Yemen in view of the unstable political and security conditions in that country.<br />

He said such legal and contractual obligations include humane treatment, payment of salaries and benefits, and notification of the Philippine embassy about any significant development<br />

countries in response to a projected shortage of these medical

Ambassador to Oman Joselito Jimeno which quoted the Minister of Health
of Oman, Dr. Ahmed bin Mohammed bin Obaid al-Saidi, saying <u>the Sultanate

Personal remittances from Overseas Filipino Workers (OFWs) in December 2012
expanded by 9.7 percent year-on-year, the highest monthly growth
registered in 2012, to reach US$2.2 billion, Bangko Sentral ng
Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.<br />

<a name='more'></a>This positive development brought the full-year personal remittances
to US$23.8 billion, higher by 6.4 percent compared to the level
recorded in the same period of the previous year. Growth in remittances
was driven by higher personal transfers from land-based Overseas
Filipino workers (OFWs) with work contracts of one year or more (by 13.3
percent), as well as sea-based workers and land-based workers with
short-term contracts (by 11.6 percent).<br />
<br />
Meanwhile, cash remittances from overseas Filipinos coursed through
banks reached US$21.4 billion for the full year 2012, posting an
annual growth of 6.3 percent and exceeding the BSP’s full-year growth
projection of 5 percent. In particular, remittances from both sea-based
(US$4.8 billion) and land-based workers (US$16.6 billion) grew by 11.4
percent and 4.9 percent, respectively.<br />

The resilience of overseas Filipino remittances continues to support
the country’s economic growth and development.<br />
<br />
In 2012, cash
remittances from overseas Filipinos coursed through banks represent
about 6.5 percent of the country’s Gross National Income (GNI) and 8.5
percent of Gross Domestic Product (GDP).<br />
<br />
Remittances continue to draw
strength from the increasing demand for a wider range of skilled
Filipino workers abroad, mostly in the Middle East. In particular,
preliminary reports by the Philippine Overseas Employment Administration
(POEA) indicated that a total of 13,485 approved job orders for January
2013, that were mostly for service, production, and professional,
technical and related workers, were processed in response to the
manpower requirements in Saudi Arabia, the United Arab Emirates, Taiwan,
Qatar, and Kuwait.<br />

The POEA also reported that workers with processed
contracts and those awaiting deployment reached 1,737,087 for the first
ten months of 2012, higher by about 8.6 percent than the level recorded
in the same period last year.<br />

MANILA - Bloomberry Resorts Corp told the Philippine Stock Exchange on Wednesday that, with the upcoming opening of its new gaming facility next month, it has brought home and hired 400 Filipino casino and hotel workers who have worked in various parts of the world.<br />

In a disclosure, the gaming firm led by Enrique Razon said it has also "collected" top former operating officers from "world-renowned casinos" in Las Vegas and other international locations.<br />
<br />
The company said it has installed modern resorts and gaming equipment and facilities in Solaire Manila Resorts and Casino, which will open on March 16. Bloomberry is spending $1.2 billion for the 500 rooms in Solaire Manila's Phase 1 development. It will have an additional 300 rooms in Phase 1a after 2 years.<br />

The hotel will have 2,000 rooms after the casino complex is completed.<br />
<br />
Bloomberry said Cristino Naguiat, Philippine Amusement and Gaming Corp (Pagcor) chairman, has projected that at least $10 billion in revenues will be generated by the four gaming operators in the Pagcor Entertainment City by 2017.<br />
<br />
Naguiat was quoted to have said gaming revenues are expected to hit $2 billion this year, and to double to $4 billion in 2014, with Bloomberry bringing in a "very large contribution" to those projections.<br />

all workers, <u>including foreign workers under the Employment Permit
System</u>, has been increased.</span></span><br />

In a report submitted to Secretary
Baldoz, POLO Korea Labor Attaché Felicitas Q. Bay said the Ministry of
Employment and Labour (MOEL) announced that effective January 1 until
December 31 this year, the minimum daily wage for workers is <b>38,880
Korean won for eight hours of work a day</b>, or a monthly rate of KRW
1,015,740 Korean won (equivalent to USD 958.00).</div>

The new rate represents an increase of
5.76 percent over last year’s minimum wage rate of 36,640 Korean won for
eight hours of work rendered. <u>The minimum wage rate</u>, however, <u>shall not
apply to workers with disabilities, those working in their family
businesses, domestic workers, and seafarers</u>.</div>

The Minimum Wage Council of Korea is the
official body composed of representatives from management, labor, and
public interest, mainly academics, that determines the minimum wage
through a system that guarantees minimum livelihood for workers.</div>

The council recommends the minimum wage
rate to the MOEL after its annual review and requires employers by law
to pay wages not lower than the said rate.</div>

that workers may seek assistance against employers who fail to pay the
prescribed salary by going to the Philippine Overseas Labor Office, or
to the nearest job stability center which has jurisdiction over the

Passenger traffic is seen to increase in
Clark International Airport with the official opening today of a bus
service that links the country’s emerging aeropolis with Metro Manila
and Southern Luzon provinces.

“The 24-hour airport lounge in TriNoma is a dedicated bus service
for Metro Manila passengers who will take their flights in Clark with an
affordable fare of P200,” CIAC president and chief executive officer
Victor Jose Luciano said in a statement.

Four bus firms will provide the transportation namely Philtranco, Genesis, Victory Liner, and Five Star.

The Clark Airport Lounge is equipped with a comfortable waiting
area, secured luggage counter, and real-time flight status updates.
